Minister Chitando's efforts at transforming Zimbabwe’s mining sector bearing fruit

​Under the leadership of the Honourable Minister W. Chitando, the Ministry of Mines and Mining Development is spearheading transformative change, positioning the mining sector as a key anchor for Zimbabwe’s Vision 2030. 

The Ministry’s strategic actions have led to a significant growth in investment appetite, with major projects like the Dinson Iron and Steel Project and the expansion of Zimplats and Unki now underway. 

​Crucially, the Ministry is not just attracting capital; it is fundamentally reforming the operating environment. 

A major legislative stride is the amendment of the Mines and Minerals Act, with the Bill gazetted in June 2025, alongside the crafting of Minerals Development Policies. 

These reforms are coupled with attractive incentives, including a competitive 15% corporate tax rate for Special Mining Lease holders and the guarantee of 100% repatriation of invested capital on disinvestment. 

​A major focus has been the "Beyond Extraction" agenda, emphasizing local beneficiation and sustainability. 

The Ministry has enforced this through the ban on the export of raw ores, such as lithium and granite. 

This directive has spurred significant local investment in value addition facilities, including lithium beneficiation plants and the Zimplats Concentrator and Smelter Expansion.

​Furthermore, the new Mines and Minerals Bill introduces unprecedented support for Local Content and Community Development. 


It mandates community investment in local infrastructure and defines protocols for community rights and benefit-sharing. 


The Ministry is also driving ethical practices through the Responsible Mining Initiative (RMI), aligning Zimbabwe with global Environmental, Social, and Governance (ESG) standards. 


These decisive steps demonstrate the Ministry’s commitment to building a sustainable, globally competitive, and inclusive mining future for Zimbabwe.
